Who we are

Target Behaviour Services is a Perth-based, NDIS-registered provider working only in Positive Behaviour Support. We’re not a generalist disability service that offers behaviour support among many others.

PBS is our sole focus, and that specialism shapes everything, from how we assess to how long our clinicians stay.We work with NDIS participants of all ages, across all complexity levels, and in every setting, from family homes and schools to workplaces, supported accommodation, and forensic environments.

A team that does one thing, and does it well, is what families and Support Coordinators across WA have come to rely on.

What makes us different

Three things set us apart. We specialise, so the person you support gets a team that knows behaviour support deeply rather than as a sideline. We accept all complexity, including the high-risk and acute cases other providers decline. And our clinicians stay, in an industry where many move on within a year.

That last point matters more than it sounds. When a practitioner stays, the person they support keeps the same relationship, and progress builds rather than restarting.

It’s a quiet difference that shows up in outcomes.

Our mission

To change lives through Positive Behaviour Support, one person at a time, with the rigour and care that real change deserves.

We come to you

Quality behaviour support meets the person where they actually live their day. We don’t expect families to come to a clinic. We go to them.

We deliver Positive Behaviour Support in:

  • Homes, including family homes and supported independent living
  • Schools and early-childhood settings
  • Workplaces and community settings
  • Supported accommodation
  • Forensic and correctional settings
  • Right across regional and remote WA, via telehealth

What we stand for

Built on one belief: that when behaviour support is done properly, it changes lives.

Specialist focus

Positive behaviour support is all we do. That sole focus is the depth your client gets.

Clinical integrity

We do what the evidence supports, not what’s easiest. We use plain, honest answers over what you might want to hear.

Person-centred practice

The participant is at the centre of everything we do. Their plan, their history, their goals, their pace.

Long-term thinking

Behaviour change is a marathon, not a sprint. We’re here for the duration, with the outcomes that come from staying the course.

Honesty

We won’t tell you what you want to hear. Realistic, straight answers are what let you plan with confidence.

An extremely professional and client-centred approach the whole way through. Everything is built around the individual rather than a standard template, and it shows in the outcomes.

Five reasons to choose Target Behaviour Services

One focus. One standard. Here’s what you get when PBS is all we do.

  1. We are a PBS specialist, not a generalist

Most providers in Perth offer PBS alongside a range of other allied health services. We don’t. Every dollar of NDIS funding, every hour of clinical time, and every process in our practice is optimised for PBS outcomes, not split across multiple disciplines.

  2. We accept what others decline

We accept referrals across the full complexity spectrum, including participants with histories of serious aggression, self-injurious behaviour, forensic involvement, and presentations that have exhausted other providers. We don’t cherry-pick our caseload.

  3. Our team stays

Near-zero staff turnover is not an accident. It reflects a workplace built intentionally, with genuine clinical supervision, manageable caseloads, and above-market salaries. For participants, it means their practitioner is there for the long term.

  4. Our compliance record is perfect

We have never received a non-conformity on any NDIS audit. Our documentation, reporting, and restrictive practice compliance are consistently audit-ready. In an environment of increasing NDIS enforcement, this matters.

  5. We advocate for the whole person

We review the participant’s entire NDIS plan, not just the behaviour support section, and identify funding opportunities across all support categories. Our clients access more of what they’re entitled to because we look at the full picture.

We didn’t build Target Behaviour Services to be the biggest PBS provider in Perth. We built it to be the best.

Make the change today

Our approach

Every engagement starts with genuinely understanding the person, their environment, and what the behaviour is communicating. What follows is structured, evidence-based, and built around the people in the person's life.

  • Assessment first, always

Every engagement begins with a formal Functional Behaviour Assessment. We don't recommend strategies before we understand the behaviour.

  • Evidence-based practice

Our assessment and planning frameworks are grounded in the evidence base for positive behaviour support, and updated as that evidence evolves.

  • Collaborative implementation

We train and support the people around the participant, families, support workers, educators, so strategies are implemented consistently in the environments that matter.

  • Transparent communication

Participants and their families know where they are in the process at every stage. We communicate clearly and in plain language.

  • Meaningful outcomes

We measure success by what changes in a person's life, not by plan completion or billing hours. This is what drives the quality of our work.

What our clients say

Families trust us with the people who matter most to them. We do not take that lightly.

We had the best services from Faith and Rex from Target Behaviour Support. They were reachable when we needed them and they gave us clear working behaviour strategies on how our team could be efficient. Their reports were timeous and above all they have been consistent. I recommend their services anytime.

Nqobizitha N

We have had the pleasure of working with Faith... and her professionalism, clinical insight, and consistency have been outstanding. She communicates clearly, works collaboratively with support teams, and always keeps the participant’s needs at the centre of her practice.

Akshay D

I have had consistently excellent experiences with Target. They always go above and beyond for their participants and bring a genuine, person centred approach to every single situation. They collaborate so professionally. Communication is clear, timely, and focused on achieving the best outcomes - every time.

Leanne H

From the very start, the support has been outstanding, and our whole family is genuinely happy with how things are going. We really appreciate the dedication and the clear communication, and the difference it's made in such a short time has been remarkable. It's reassuring to finally feel this well looked after.

Rebecca T

We've achieved more in just a few months than we managed with our previous providers in years. The commitment and care really stand out, and it's been wonderful to watch the progress and the trust that's been built with our family. They genuinely go above and beyond, and we're so grateful for it.

They're always quick to respond when we reach out, and so understanding and supportive with it. They keep the person at the centre of everything and stay flexible whenever our needs change. Having someone this easy to work with has made a real difference.

Frequently asked questions

Before choosing a Positive Behaviour Support provider, it helps to understand who you are working with, how they operate, and what makes their approach different. Here are a few common questions families, carers and Support Coordinators often ask about Target Behaviour Services.

Is Target Behaviour Services an NDIS registered provider?

Yes. We are a registered NDIS provider. All our services are NDIS-funded and delivered in compliance with the NDIS Practice Standards and the Behaviour Support Rules.

Do you accept private, self-managed, or plan-managed clients?

No. We work exclusively with NDIS participants. All our services are funded through the NDIS. If you are not currently an NDIS participant and are looking for support, we are not in a position to assist directly, but we are happy to point you in the right direction.

Do you only work with children?

No. We support NDIS participants across all age groups, from early childhood through to older adults. Adults make up a significant proportion of our caseload, including participants in supported accommodation, those with ageing carers, and adults transitioning out of school-based supports.

What areas of Perth do you service?

We deliver services across greater Perth and provide specialist positive behaviour support via telehealth to regional and remote WA. For very remote locations, contact us and we’ll discuss what’s possible based on the participant’s situation.

What qualifications do your practitioners hold?

All our practitioners hold relevant qualifications in allied health disciplines and meet the requirements of the NDIS Behaviour Support Capability Framework. Our founder, Faith Abbott, holds the Advanced/Specialist rating under the Capability Framework.

How is Target Behaviour Services different from other PBS providers?

The most significant difference is our specialist focus. We are the only provider in Perth whose entire practice is dedicated exclusively to positive behaviour support. This produces deeper expertise, stronger outcomes, and a team that is completely invested in the quality of PBS as a discipline.
