Perth's specialist provider dedicated entirely to Positive Behaviour Support.
Target Behaviour Services is a Perth-based, NDIS-registered provider working only in Positive Behaviour Support. We’re not a generalist disability service that offers behaviour support among many others.
PBS is our sole focus, and that specialism shapes everything, from how we assess to how long our clinicians stay.We work with NDIS participants of all ages, across all complexity levels, and in every setting, from family homes and schools to workplaces, supported accommodation, and forensic environments.
A team that does one thing, and does it well, is what families and Support Coordinators across WA have come to rely on.
Three things set us apart. We specialise, so the person you support gets a team that knows behaviour support deeply rather than as a sideline. We accept all complexity, including the high-risk and acute cases other providers decline. And our clinicians stay, in an industry where many move on within a year.

We are a PBS specialist, not a generalist
Most providers in Perth offer PBS alongside a range of other allied health services. We don’t. Every dollar of NDIS funding, every hour of clinical time, and every process in our practice is optimised for PBS outcomes, not split across multiple disciplines.
We accept what others decline
We accept referrals across the full complexity spectrum, including participants with histories of serious aggression, self-injurious behaviour, forensic involvement, and presentations that have exhausted other providers. We don’t cherry-pick our caseload.
Our team stays
Near-zero staff turnover is not an accident. It reflects a workplace built intentionally, with genuine clinical supervision, manageable caseloads, and above-market salaries. For participants, it means their practitioner is there for the long term.
Our compliance record is perfect
We have never received a non-conformity on any NDIS audit. Our documentation, reporting, and restrictive practice compliance are consistently audit-ready. In an environment of increasing NDIS enforcement, this matters.
We advocate for the whole person
We review the participant’s entire NDIS plan, not just the behaviour support section, and identify funding opportunities across all support categories. Our clients access more of what they’re entitled to because we look at the full picture.
We didn’t build Target Behaviour Services to be the biggest PBS provider in Perth. We built it to be the best.
Every engagement starts with genuinely understanding the person, their environment, and what the behaviour is communicating. What follows is structured, evidence-based, and built around the people in the person's life.
Every engagement begins with a formal Functional Behaviour Assessment. We don't recommend strategies before we understand the behaviour.
Our assessment and planning frameworks are grounded in the evidence base for positive behaviour support, and updated as that evidence evolves.
We train and support the people around the participant, families, support workers, educators, so strategies are implemented consistently in the environments that matter.
Participants and their families know where they are in the process at every stage. We communicate clearly and in plain language.
We measure success by what changes in a person's life, not by plan completion or billing hours. This is what drives the quality of our work.

Yes. We are a registered NDIS provider. All our services are NDIS-funded and delivered in compliance with the NDIS Practice Standards and the Behaviour Support Rules.
No. We work exclusively with NDIS participants. All our services are funded through the NDIS. If you are not currently an NDIS participant and are looking for support, we are not in a position to assist directly, but we are happy to point you in the right direction.
No. We support NDIS participants across all age groups, from early childhood through to older adults. Adults make up a significant proportion of our caseload, including participants in supported accommodation, those with ageing carers, and adults transitioning out of school-based supports.
We deliver services across greater Perth and provide specialist positive behaviour support via telehealth to regional and remote WA. For very remote locations, contact us and we’ll discuss what’s possible based on the participant’s situation.
All our practitioners hold relevant qualifications in allied health disciplines and meet the requirements of the NDIS Behaviour Support Capability Framework. Our founder, Faith Abbott, holds the Advanced/Specialist rating under the Capability Framework.
